The CW’s description of the premiere: “With crime in Starling City at an all-time low thanks to the Arrow (Stephen Amell) and his team, Oliver thinks he can finally balance being both the Arrow and Oliver Queen and asks Felicity (Emily Bett Rickards) out on a date. However, when a new villain (guest star Peter Stormare) emerges, who has claimed the name Vertigo from the recently deceased Count, Oliver is caught off-guard and someone close to him is hurt. Oliver and a newly suited up Roy (Colton Haynes) take on the Count. Meanwhile, Diggle (David Ramsey) becomes a father, Lance (Paul Blackthorne) is promoted to Captain, Laurel (Katie Cassidy) joins Arrow’s inner circle and Felicity gets a part-time job at a tech store to make ends meet. Also, Oliver fights to regain his company, Queen Consolidated, but comes up against a very worthy opponent – the charming Ray Palmer (Brandon Routh).”

ARROW returns tonight for its third season, and while fans have been counting down for the show’s return, executive producer Marc Guggenheim told reporters that “The Calm” is accessible to new viewers, too.
“I kinda feel like this episode is a really good jumping on point for new viewers,” he said. “We sort of closed a chapter at the end of season 2 and this is a brand new opening, and I don’t really think there’s anything you really need to know coming into it. It’s pretty new-viewer friendly and that wasn’t necessarily by design. It just happened that way because of the story we were telling.”
One of the new things the show will be exploring in the premiere? Felicity and Oliver’s shift into a potentially romantic relationship.

ARROW’s Thea embracing her biological father won’t be the only big switch in store for her in season 3 — she will also have a new love interest, too.
A rep for the show has confirmed that THE CARRIE DIARIES’ Austin Butler has been tapped to play Chase, DJ who catches Thea’s eye. (I’m guessing Roy won’t be too thrilled about this…) He will first appear in episode 7, and is set to recur.

ARROW has found its Ra’s al Ghul, The CW has confirmed.
Matt Nable (RIDDICK) — who will be with the series in a recurring capacity — will play Ra’s al Ghul starting in ARROW’s fourth episode of the upcoming third season, “The Magician.” (Which just so happens to be ARROW’s 50th hour!)
ARROW producers announced al Ghul as season 3’s big bad at Comic-Con during the big WBTV/DC Saturday night event. Al Ghul is “the leader of the League of Assassins, and father of Nyssa al Ghul (played by Katrina Law). Proud and unforgiving, Ra’s is a ruthless strategist, a master of martial arts, and a shaper of history. He carries the wisdom of the ages, and protects some of its greatest secrets.”
